----------Paper 1C --------- 4(b) Firstly, the scale of proposed urban renewal plan of area Y is larger than that of area X. Thus, a sound urban renewal plan can be provided in area Y. The urban problems in area Y can be improved through building high-rise buildings so as to make good use of the floor area ratio. Besides, with better road planning can widen the road and alleviate the problem of traffic congestion. This can also reduce roadside air pollution and traffic noise pollution in area Y. Furthermore, more facilities can be provided to the residents such as open space, basement car parks, community facilities like sportsground. As a result, the living environment of area Y can be improved which can improve the living standard of the residents. They will have a more convenient life. In contrast, the planning and scale of proposed urban renewal of area X is too small, the single building reconstruction cannot solve the land use conflicts and improve the living environment in area X comprehensively.

4(c) The proposed urban renewal projects mainly surround the former airport area. Favourable conditions: The relocation of former airport can improve the environment as the noise and air pollution problem reduced. Moreover, this area is surrounded by harbour which provide a nice view, the land value may increase. This increases the potential in this area. Besides, the change of land use from transportation land use to commercial and residential land use can lead to a relaxation in building heights which increase the floor area ratio. Furthermore, the proposed rail development can improve the accessibility which is more attractive for developing commercial and residential land use. Unfavourable conditions: Since the cost of reconstructing buildings is relatively high, the huge amount of capital required may hinder the redevelopment. Besides, the large amount of capital spent in the urban renewal projects may result in an increase in land value after redevelopment. As a result, only the high-order services and land use such as professional services that can afford the high land value can develop in these areas.
